I think the Elf needs to be handcuffed to Choppy’s food bowl. Choppy can keep an eye on the Elf.

Choppy will worry that the Elf will eat all her food (then again, perhaps she could be convinced that the Elf is guarding against the cat’s attempts to eat it).
